Tokyo Vice Producer Alex Boden and Netflix APAC Chief Debra Richards Call for Certainty Over Size in Japan’s IP360 Film Incentive Scheme

At the Tokyo International Film Festival, Tokyo Vice producer Alex Boden and Netflix’s APAC Content & Studio Production Affairs chief Debra Richards shared insights on refining Japan’s IP360 incentive program, launched in 2023 to replace the JLOX scheme. Speaking at an MPA seminar, they emphasized that for international productions, the reliability of incentives can outweigh their monetary value. Boden noted that fluctuating support levels create budgeting challenges, while Richards highlighted the need for clear, predictable guidelines to attract global streamers and studios. Japan’s current system, though generous, faces criticism for complexity and administrative delays. The discussion comes as regional competitors like South Korea and Thailand offer streamlined, stable incentives, drawing high-profile projects. Both executives suggested that Japan could boost its competitive edge by ensuring consistent funding windows and transparent application processes. For Japan to remain a top destination, the focus should shift from incentive size to certainty and ease of access.
