Stefano Boeri’s Loco Park Masterplan Turns Tbilisi Locomotive Factory into Green Residential Neighborhood

Italian architect Stefano Boeri has won a competition to transform a former locomotive factory in Tbilisi, Georgia, into a sustainable residential district called Loco Park. The masterplan covers 73,600 square meters and includes nine residential buildings, public parks, and pedestrian-friendly routes. Boeri, known for his ‘vertical forest’ towers, aims to create a green neighborhood that reconnects the industrial site with the city. The project will add significant housing and green space to the Georgian capital, addressing urban densification while preserving the site’s industrial heritage. The design integrates nature throughout, with landscaped courtyards and tree-lined paths. Loco Park is expected to become a model for adaptive reuse in the region, showing how obsolete industrial areas can be reborn as vibrant, eco-friendly communities. Boeri’s vision could set a new standard for sustainable urban development in Tbilisi and beyond.
